Garbage: Ordinance # 120-87 regulates the storage, accumulation, collection, and disposal of garbage, ashes, rubbish, or solid waste. It prohibits the dumping or disposal of any waste on public or private lots, streets, alleys, riverbanks, or any other public or private place within the Borough of Newell. The Council of the Borough of Newell has full authority to make all rules and regulations necessary to ensure the health and safety of Newell residents, to supervise the collection, removal, and disposal of all forms of waste within the Borough of Newell including the manner in which all waste is stored for removal. All residents must provide a watertight container in which garbage may be stored for collection.

Dumping: Ordinance # 78 prohibits the dumping any garbage, ashes, glass, tin cans, dead animals, or other refuse or waste materials of any kind on any public or private place or the river bank in the Borough of Newell.

Air rifles: Ordinance # 17 prohibits the firing or discharging of air rifles or B. B. guns within the limits of the Borough of Newell; provides for sezure and confiscation of such guns; and provides for penalties for violation.

Curfew: Ordinance # 146-96 makes it unlawful for any child, male or female, under the age of 16 years to be or remain on the streets, alleys, parks, or public places of the Borough of Newell at night after ten (10) p. m. unless the child is accompanied by a parent, guardian, or other person having legal custody of the child.
