Housing Regulations: Ordinance # 291 and amendment #335 establish minimum standards governing the condition and maintenance of dwellings including supplied utilities, garbage, control of insects, rodents, or other pests, cleanliness of facilities and other physical things to make the dwelling safe, sanitary, and fit for human habitation. This may include owner occupied as well as rented properties. The responsibilities of owners and occupants are outlined in detail.
Soliciting: Ordinance # 483 providing for the regulation and licensing of peddlers, solicitors, canvassers, and transient retail merchants in the Borough of Belle Vernon. License fees range from $20.00 to $300.00 and may be issued by the Borough Secretary or Chief of Police when application has been made and those fees have been paid. The following are exempted from this application/fee process: Farmers selling their own produce; charitable or philanthropic groups selling donated goods, wares, or merchandise; manufacturers or producers in the sale of bread and bakery products, meat and meat products, or milk and milk products; or flea markets for Borough residents only.
Weeds & High Grass: Ordinance # 335 states that grass, weeds, or any vegetation not edible or planted for some useful or ornamental purpose may not exceed the height of six inches, may not throw off any unpleasant or noxious odor, produce excessive pollen, or conceal any filthy matter.
Rubbish: Ordinance #92 and amendment 485 Prohibits the dumping of rubbish, ashes, or other form of refuse on any street or alley of the Borough or over or on the bank of the river. Fines are set at not less than $100.00 nor more than $300.00 for each offense. Non payment will result in a commitment to the county jail for up to 48 hours.
